Can a standard SRM failover be considered a true Distater Recovery Strategy

or does cloning have to be part of a true disaster recovery strategy.

And there isn't any reason to clone.
SRM, provides Failover and Fallback, and can be used in conjunction with SANs and SAN technology to mirror data between them, using SAN connectors, or if you have dissimilar SANs you can use VMware Replication.

SRM is expensive and somewhat complicated to get configured correctly, you may want to consider Veeam Backup and Replication or Nakivo Backup and Replication.

I get the reply from the responsible of the sharepoint team that they need a cloning strategy to be able to recover from human error.
