Trying to create ''Universal Windows App" project, requires windows 10

I am using Windows 7 and VS 2017 Enterprise.
Trying to create a project from template "Blank App (Universal Windows)," But I get the message:
"You need to be running Windows 10 to open this project. Please update to Windows 10..."

So, is there no workaround to get this to work on Windows 7?

It probably is because the end of mainstream support of Windows 7? just a guess... so Microsoft may don't want to put more resources to develop or support for new initiatives in this platform.
