Problems in setting Send As permission on Exchange 2013 Public Folder (Powershell)

I have inherited an Exchange 2013 server fom my predecessor who has left the server with some "hidden" problems.

One is, that when I try to add"Send As" permissions to a public folder I'll receive the error message "Couldn't resolve the user or group "USERNAME." If the user or group is a foreign forest principal, you must have either a two-way trust or an outgoing trust."

Does anyone have a clue what that means? I can't find anything in the Internet.

it would be helpful if you could get exact error messaage.

try this >>> f the user or group is a foreign forest principal, you must have either a two-way trust or an outgoing trust."

@Kash
There is something wrong with the Server. my predecessor left me with a lot of "construction Areas" on multiple Exchange Servers.
On this DAG he left me a troubling mailbox Server which I need to get rid off.
It might be the Problem.

@Justin
Thx for the hint. This is the way I have to handle the Job, but I really like to know WHY  I have this kind of Problems. ;-(
How's the Ad structure? A forest with multiple domains? Or user is in other forest with link mailbox?

Hi Justin,

no. In this case it is only one Domain and the user is IN it.
One problem that I had found si that my predecessor has installed an additional MB Server into the DAG which I need to remove soon.
This gives me some troubles also for routing (ex. IMAP) to the DAG, it Shows that it is not really recognised by the DC and that might be a part of the problem.
