Virtual MAC server is slow
I have a MAC server (latest version) running on a macOS Sierra 10.12.6 in a VMWare ESXi 5.5 environment on a HP DL380 G7 server.
Server has 4GB of memory, there are 5 users connected to it.
My users are complaining about slow speeds when opening files and when saving files (like exporting to PDF from adobe Indesign).
Before this, the files were on a SBS 2011 server and opening files went faster. We switched to a MAC server because we had constant issues saving files, they were always in use.

Running any version of Apple OSX on non-Apple hardware isn't permitted in the Apple EULA as far as I am aware and therefore there is no support for such issues.

If this is not allowed, why is VMWare ESXi giving me the option to install a macOSX virtual machine?
VMware are not responsible for Apple's EULA, and when Apple change their EULA, so Mac OS X is allowed to run on non-Apple hardware we can discuss it. But at present this has not changed, so we cannot discuss this issue on EE.
So it's in breach of the Apple EULA running on non Apple hardware, also it's not supported by VMware or Apple running on non Apple hardware. e.g. your server is HPE, not Apple.

install, use and run one (1) copy of the Apple Software on a single Apple-branded computer at any one.

I was told that they bought the macOSX from the app store and this shouldn't be an issue. I will look into this issue. Thanks for the heads up.

It occurs to me that it might be legal to run a MacOS in both Hyper-V and ESX *IF* Hyper-V or ESX is installed on a x64 Mac hardware.
However, I stress might and don't know of anyone doing it. Always consult the licensing authority to confirm.

if the hardware has a Apple badge it fulfills the EULA!

While that option is there, you won't actually be able to install it and run it correctly, because the hardware is not compatible. That's why there's slowness. To run OS X in a VM, you still need compatible hardware to run it at appropriate speeds. Otherwise, you will experience slowness as you've witnessed.
