Windows Server 2012 Can't Ping

I have a server that is able to ping any device on a network except 1.

so let say the network address is 192.168. A. 0

I can ping all devices on A network except IP 192.168.A.10.

However 192.168.A.10 can ping the server.

Can someone advise me on this?

Are there VLAN's?

What is different about 192.168.A.10 versus the other devices? Have you tried turning off its firewall? If it isn't a PC or workstation, is it set to be able to receive ICMP traffic?

How do you check to see if it's set to receive icmp>
Any other devices (other than this server) can ping that 192.168.A.10 device? If none of the devices can ping the 192.168.A.10 device?
tcpdump or packet analyzer such as Wireshark.
Maybe a firewall issue on 192.168.A.10
Is File and Printer Sharing enabled on that system (assuming this is a Windows system)? If not, enable it. Otherwise... https://kb.iu.edu/d/aopy

What type of device is using that IP address?

The device I'm trying to ping is a Citrix Netscaler.
Please check whether Surge protection feature is enabled on Netscaler. If yes, please check the settings.

Ping the NSIP, SNIP, VIP on the Netscaler?

By default, the NSIP/MGMT IP should have anything enabled.  Not even ICMP.
Quickest way to check, IMO, is SSH to MGMT/NSIP

there is a column Icmp
