packet sniffing across vlans

I have encountered a security breach, the most likely explanation is packet sniffing of http data. The issue is that we have many companies each assigned to their own separate VLANs. Can packet sniffers sniff across different Vlans if they are connected to the same  the same switch or AP? I didn't think that was possible?

Thanks Both, this was not done by the switch 100% the problem is we had breaches on two separate VLANs, we have never had a breach before and these were the same attack. They would have needed access to both locations to have been on the VLAN physically which no individual would have, this is why I was wondering if they were getting from one VLAN to another.
