iMac with Outlook 2011. Folders 'On My Computer" are missing

I am not as cluey on the Apple Platform as I am on the PC platform.  I have a client with a 3-4 yr old iMac.  They have 2011 Outlook for Mac installed.  It has multiple identities due to changes that have occurred over the time in how their email has been set-up.  
The issue is that at some stage in the last 2 weeks, they have lost the mapping of the folder list "On My Computer" in their left pane in Outlook.  Their email is setup as Exchange using Office365.  But for some reason he used to keep the majority of this emails in folders list in 'On My Computer" in the left menu pane.

Now this main folder list has dissappeared.

Is there a way of retrieving this or remapping the list?

I have read up online and one forum suggested we recover the identity folder list from the Documents/MicrosoftUserData/Office 2011 identities/{Name of Identity folder} from the Time Machine, which we have done.  It needed to rebuild the folders, then after that the Account even dissappeared. I had to re create the account, still no "On my computer" folders??

Can anyone suggest anything else to try and see if we can recover or remap these folders??
I am presuming the folders and files are still on the computer but just cannot figure it out.

If you have an alternate way to restore from backup, try it.  

I suspect the data is gone.  

Best to get current on the software.

When you restored the Time Machine data, did the folders reappear?  Don't worry about the account until you have copied the folder someplace else if it did!

Folders DID NOT appear when i restored.

If the Time Machine is backing up, surely the folders would have been backed up?

So what the client was doing is dragging emails to folder in the "On My Computer" section and storing them there, instead of on the office365 folder list.

I have found one of the identities can be opened and I can see the On My computer folder list, but it looks like this is not the lastest list, it must be a previous identity he used to use in 2016 maybe.

I have tried the rebuild function in the database utility as well and then opened the identity we think it is but still nothing and there is no exchange account setup in there either, so we have to re set that up before exchange email will appear.

Anyone know why this would have even happened?

It seems even with the Time Machine backup in place he still loses all of his email history???
So you don't know what his account settings were for the identity which had the "On My Computer" folders?
