Windows 10 Password

Is there any way to reset a password or turn on Administrator account in Windows 10 WITHOUT USING A CD?   I have an all-in-one that belongs to a deceased client that I need to get into and retrieve her data but no one knows her password and I am unable to boot to cd or usb drive. And I REALLY do not want to have to completely disassemble this thing to get to the hard drive. Thanks in advance!

The Offline NT Password & Registry editor should do the trick as long as the disk is not encrypted:

The true Administrator account is disabled.

I agree with the suggestion for Pogo Stick. Well recommended in here.

Why ?
Go to BIOS and disable Security Boot.
in addition to the above suggestions, set Boot Mode from UEFI to legacy or Enable legacy support in BIOS setup in order to enable boot from CD/DVD/USB.
lazesoft suite is a free product that includes tools to handle windows 10 passwords (local only) and to enable the built in administrator accounts.

You are unlikely to reset a password  or change account settings without booting from a USB or CD.  Windows will prevent those activities.  How are you getting into the PC if you don't have the password anyway?
can you use an external cd drive ?  very easy; but follow the above recommendations to be able to boot from it

One can always use the ultilman approach, but you have to boot from a cd, a windows 10 iso burnt to dvd would be ideal

I am not getting into the pc Fred. That's what I am trying to do. The machine boots to the Windows login screen and the only login is for the deceased person and none of her family members know the password. For whatever reason, even with secure boot turned off and legacy support turned on, it will not boot to anything other than the hard drive. I have tried multiple external cd/dvd drives along with bootable usb flash drives. Also, it does not even recognize the onboard dvd drive at all.
You may be at the point where you must remove the hard drive to recover data you want. If the hard drive has been encrypted, the data may be lost.
Are you sure USB and CD/DVD are enabled in BIOS Setup ?
You can try the password utility - PCUnlocker Enterprise, which can boot in UEFI secure mode.
Use Rufus to create a bootable USB with GPT partition scheme.

You can get to the troublezhooting screen without logging on by hilding shift reboot usually.  From there follow the prompts to get to the uefi or bios, and configure to allow a boot from usb or cd.

If you downloaded lazesoft, install it on a working pc.  It will walk you through creatimg a bootable media appropriate to the pc you want to recover.

Just turn off computer with power switch a few times when Windows loading shows until StartUp repair option is available

@Shaun ... I like that little trick.   I used to do something similar years ago before I got lazy :)  using tools like lazesoft.   We should keep those tricks in mind, just in case.

if you download the current version of lazesoft, it has an option to create a windows 10 bootable media.  That should boot using the UEFI.  No need for legacy bios.  just get to the system trouble shooting screen by using the shift reboot (right from the windows login screen power button)  then follow the prompts to get to the UEFI, and in there add additional boot device (USB or DVD).
