Did you try running IE11 in Compatibility Mode in order to work with your application?
if compatibility mode doesn't work hit F12 for developer mode

Then hit emulation

then under document mode (left hand side), select 8.

It may already be on 8 (default) if not change it to 8.

If it's already on 8, you could try Browsium ION and get a profile sorted for it.

You need to try the compatibility modes offered above. IE 8 is not longer available and if you try to uninstall IE11, it will just come back as IE11  .

IE8 is gone, and Windows 7 has not got much time left. You need to upgrade your web application as Windows 10 and Edge are here.
That's not entirely true fella

Whilst it's not natively supported, Browsium ION actually renders IE11 in multiple browser modes and it does work. So you can actually force things to run as a true IE

Although, 100% agree with your comment, time to upgrade.
You may also try to enable enterprise mode for IE11 for selected sites. How to enable it and add sites to the list:

But if you did want to get back to IE8 ...

Does "Installed Updates" show any later versions of IE still remaining?
(Control Panel > Programs >  Programs and Features > View installed updates)
If there are select them and Uninstall

Launch "Windows Features" from the start button - allow it to populate & check the IE8 settings are fully enabled.

You may still need to use SFC or Repair my Computer from the Window 7 DVD to return to IE8 as it's not a separate component but integrated into the installed OS
if none of all these answers work then try the last solution,
after restarting your system and tries to open IE as administrator,
if this does not help then uninstall the program and download it again with the appropriate windows and version.
a system restore can help you out
and is this win7 with SP1 installed? if not try that

what is the recommended memory to run the IE 11 in the windows server 7 . few machines didn't work fully IE features  like compatibility mode not working ? in other words setting will not save  and not responding after upgrade . than we have done the system restore  . this is not practical in our setup  . so please let me know the way we can check the IE installation success or fail      ?
You should be using Windows 7 64-bit and have 4 GB of memory minimum - 8 GB preferred.
