Problems with static IPs in XP

I am configuring a wireless radio for a customer, which I can access just fine on my Win10 laptop, but not on their WinXP computer--and I don't know why.  Here is the setup:

On my Win10 I set static IP info on the network card as 192.168.1.33, and it defaults to the standard mask.  I don't fill in anything for the gateway or DNS because it doesn't need it (for this purpose).  My laptop is not connected to the internet at all at this point.  I can then open IE or Chrome and go to 192.168.1.234 and log into the wireless radio and do all the settings, etc. just fine.

So then I go to the customer WinXP PC, which also has no internet connectivity, and set it's IP info the same way...192.168.1.33 and the default mask, with no gateway or DNS info specified.  But when I open IE 8 (which is the only browser they have) I cannot get to 192.168.1.234.  It just does that screen saying it cannot access it.

Any ideas how to solve this problem?  TIA

I should have clarified that after I got it running with my Win10 laptop, I disconnected the laptop and plugged that same network cable into the XP PC, and set it up and same as my laptop--but it wouldn't work.

And it still doesn't work, but the radios do talk to each other just fine, so i'll give up on this one.
