How can Outlook 2016 be changed to prevent if from permanently removing emails in the deleted items folder after 30 days?

I dont have Outlook 2016, But is there an option
 Click File>Account Settings>Account Settings, double-click your account and check the slider value.
Also
Set Archive/ Delete on Exit unchecked?

Or could be a rule on Exchange Server?

File Tab > Options > Advanced > Auto Archive Settings... (there's a button to the right. I turn off AutoArchive completely, but you can tell it to move old items to a .PST folder instead of deleting.

The auto archive approach will work.  

However, tell your clients not to throw email in the garbage if they want them. Create a folder called To be deleted and use that for deleting emails. Then the emails will be retained forever.

Here are my auto archive settings.

What exactly do I need to change?

Enable Archiving, uncheck Delete, Enable Archive old items, Set the months to Archive, select the archive folder,  uncheck (do not enable) delete old items.

That is how I set mine - nothing deleted.

I need to be able to set for nothing to be deleted while not enabling archiving.

That is not possible. People can delete email and eventually Deleted Items will empty. So you (your users) simply cannot use Deleted Items as a storage retention folder. They must file properly.

I don't think so . Outlook has always emptied Deleted Items after an interval

If you are not archiving email from the Deleted folder, and if you don't have the option enabled to "empty Deleted folder on exit" set in Outlook, then Outlook won't automatically delete old items from that folder.

There's a good chance this is more likely a profile setting in Office365 you may be able to adjust - unless it is a global setting for your organization that can't be changed.
