Disable Outlook 2016 from emptying deleted items folder after 30 days
How can Outlook 2016 be changed to prevent if from permanently removing emails in the deleted items folder after 30 days?

I need to be able to set for nothing to be deleted while not enabling archiving.

That is not possible. People can delete email and eventually Deleted Items will empty. So you (your users) simply cannot use Deleted Items as a storage retention folder. They must file properly.

I don't think so . Outlook has always emptied Deleted Items after an interval

However, tell your clients not to throw email in the garbage if they want them. Create a folder called To be deleted and use that for deleting emails. Then the emails will be retained forever.
