disable print spooler service in group policy windows 2012R2

I think someone has disabled my print spooler service in group policy windows 2012R2 and unless I find out how they will probably not be truthful about what they did

Thanks!  I think we found the moron who disabled the print spooler service (On a print server of all things!) and got it fixed, now I hope they don't get amnesia and try that again!
