MS Access Scrollwheel fails Office 1707 release

I am not sure which version this started with, or if it is even related to the office version, but...  The scrollwheel moves the scrollbar, but the user cannot see the form scroll.  The record count in the popup changes, but no movement.  The same is the case when dragging the scrollbar.  However, the arrows at the top and bottom of the scrollbar still work.  This is an app that has been in use for many years.  There have been no dev changes.  I have only seen one unanswered posted in google about this.

Does this occur on a single machine, or on multiple machines?

Does this occur on one database only, or on any database using the scrollbar?

If it's on a single machine, the most likely culprit would be the installation of Office or Windows. Be sure they're both fully up to date, and that you've installed all updates. Same if this occurs on multiple databases.

If it's on multiple machines, chances are a corrupt database. Try creating a new, blank database and importing everything from the old db to the new one.  Same if this occurs on a single database only.

Also be sure your video drivers are up to date, and that your Windows Default printer is valid. Access uses your default printer for lots of things, and setting that to an oddball printer can cause all sorts of display oriented issues.

this happens on multiple machines.  I wish  they were not all up to date!  It is only happening on machines where the Office 365 version 1707 release. Unfortunately, we have not figured out how to roll it back yet.  

They have all differently display devices and printers, so it is specific to this upgrade /release.
Can you upload a sample db that exhibits this behavior.
I have the 1707 O365 release ...
no, I cannot.   It is attached to SQL server and the company wont allow that.
Well ... I meant a scaled down version ... just something that shows the problem, maybe with a local table with fake data - a few records, etc.
