Too many 16-bit apps on Win7 64??

I've not seen the error message (yet) but a client has and wants me to help in following Mike Sven's advice:
To fix this error create a new notepad file.  On the first line put Files=130 and on the second line put Buffers=1000.  Then save under file type "All files" and under the name config.sys, and then place config.sys directly onto C:\  We absolutely should not be having this problem in Windows 7 especially considering I run 64 bit and supposedly it doesn't even run 16 bit files, period.  However, one thing I've noticed is a lot of small programs in Windows such as the little box that comes up that asks you if you want to allow something to be run past Windows Firewall, or the Task Manager program that runs when you hit ctrl-alt-del, or I think even one guy said Disk Defragmenter all cause that error about 16bit programs if there are too many open at one time.  Regardless of why it happens or why putting a config.sys file in your C:\ when as far as I know Windows 7 doesn't even come with a config.sys file in C:\ I do know this is the one and only fix I have been able to find for this particular error.  Anyhow, it is easy enough to fix once you know how.  

There appear to be any number of views on this and I don't particularly want to wade through them and sift what appear to be reasonable things vs. unreasonable.  So, I figured I'd ask here on EE as someone likely knows.
For example: Can it hurt??  Might it help??
If you don't have a real idea then please leave space for someone who might.....

Finding the most obscure problems of the past decade and their supposed solution, then applying them on a system that has no problems at all? Well, you will run into problems soon enough if you make a hobby of it. It just makes no sense.
That is a tough question to answer conclusively.
No pure 16-bit application will run or network to a 64-bit machine. They cannot.

However, any 16-bit application with a 32-bit shell or like accommodation may run in 64-bit machines because so many of our applications remain 32-bit.

So we must rely upon good antivirus and careful operation and procedures.

In other words, the problem exists but I have not witnessed it myself on their system yet.

Experienced Member:  I'm unclear.  Are you saying that the observed problem cannot exist?  Or, are you saying that there must be more to the description?  I'd agree with the latter only.  All that said, what does it have to do with the problem and with the proposed solution?  Anything?

At the risk of seeming harsh or shrill, I did say this on purpose:
If you don't have a real idea then please leave space for someone who might.....

Not enough context.  I got they are experiencing the error... but has the program ever worked? Or is that what happens whenever they start it?  If the latter, then this may be because of some kind of 32 bit wrapper (I've not heard of such a thing, but suppose it could exist) that is still trying to do little things in completely unsupported 16 bit ways that generate this error.  There may NOT be a fix for it on a 64 bit system.

As I've not yet actually seen it, I don't even know what action(s) causes the message to appear.
So, I can't even say that there's a program that doesn't work.
I appreciate the confirmation that it shouldn't hurt to try.
And, yes, I suppose that making the edits in config.nt would also make some sense.  Who knows if that's not what was meant anyway?
