Are you talking about on your LAN or across the internet?
you can use Delphi to create a WebBrowser, a cgi module, a Web server, an app on the windows store, google store, apple store
an exe on windows, a program in linux, a service in windows, etc, etc, etc

which type of application are you creating ?

what do you mean with offline in the context of your delphi app ?
online, typically means accessible via internet
you didn't state which protocol ftp, http, tcp/ip, ...

do you have any experience writing programs with Delphi ?
One of the most popular "online" database is mysql - so look for Firedac connectivity and how to set all up with FireDac components. Most host sites give you to choose Mysql or MSS Sql - it is up to you.
