My OS is win 10 Pro 64 bit and i have Office 365 the Business Essentials version.  Also I have access to Adobe Photoshop and also PaintNet.
I am trying to design a booklet of 13 pages of content and the front and back covers.  All will have texts on both sides of the page.  Eg the Front cover will have content in the inside of the page, and the same goes for the last cover page.  While the inner content will have content on both sides of the pages, and some of the pages will be laid out with Graphics.  
At the moment the design is as a pdf format, with the inner and inside of the cover page as one pdf file and the same goes for the last cover page.  And the inner pages are all in pdf format.
I am trying to have them in an Adobe Photoshop format, so that I can use different layers for the different headers and texts, and also the photographs that are to be inserted.  And once all this has been done than to bring them into a booklet software with all these pages ordered, and it can be set to print on my printer, or  even sent to a professional printer to print multiple copies.
Are there any softwares that are available, I am sure there must be tons of them, and also many ways of doing this, but as I have been out of touch for such a very long time, as the last I used was Adobe page Maker version 6.5 and I wonder if this is still around or not.  Thank u for your suggestions and advise. Are you looking for something more specific than the template that Microsoft Office offers?

Photoshop might not be the best for booklet design. If you are using Adobe Creative Cloud, have you considered using InDesign instead?

Have you thought of using desktop publishing software, like Scribus?
