Server 2016 RDP multiple screens

Hi, We have a 2016 Server running a DC an RDS server and have a few users that run Multiple screens over RDP and that all works good, one is a laptop with second screen and other two users have PC's. while working they have lets say email open on the one screen and excel on the laptop screen and while working on email, the application jumps to the laptop screen, this is also the case for the PC's the app jumps from the non default/main monitor(Local) to the default monitor... now in 2012 this never happened... the laptop or PC's have no power managment and are actively being used so not screen to sleep or pc sleep going on.. is this a new issue in 2016 and please can Microsoft have a look at this... new OS and silly issues dont go well together. Looking to resolve this as Client not happy having to chase apps over the screens.
