Router interface not reachable

I am not sure how to prevent this and hoping you can help. In the image, when vlan 1 goes down, I'm unable to ping the router inside interface at all. How can I make sure that I am still able to reach it. It shows UP and UP either way. This is becoming an issue when it comes to to my TACACS server since the TACACS cannot reach the inside IP.

You can turn off the keepalive function on the interface with the command "no keepalive" the interface should stay up after that. Or you can setup a looback interface and use that for login.

thats what I thought! Did not know that this will keep it up though. Thanks!
keepalive in not an option under the routers interface. Any ideas?

I am not sure that I understand issue since router and host have the same IP address....
On switch configure interface that is connected to router as trunk interface and permit VLAN1 on it (or any other VLANs if you need), in that case, as long as switch is connected to router interface VLAN 1 will be always in up up state since there is a active port in VLAN 1.
i had it configured as access port since im only running 1 vlan and its vlan 1. I changed it to trunk so not sure if this will help

The keepalive command should be available. Make sure you are trying to put it on an actual interface and not a sub-interface.
Please its advisable to shut down vlan 1 as its the default vlan for all cisco switches. You can use another vlan for interface IP
