How do I fix Internet Explorer opening a blank page in a new tab?

I imaged a drive that had run out of space to a new larger drive in a customer computer.  It is running Windows 7 (64) Ultimate and Internet Explorer 11.  Now Internet Explorer goes to a blank page when opening a new tab.  Opening a link in the same tab works OK.  Other browsers (Chrome and Firefox) do not exhibit this problem.

I have not been able to resolve this problem.  These are the steps that I have taken:
   - Cleared cache
   - Deleted Temporary Internet Files and cookies
   - Disabled and re-enabled IE
   - Changed tab setting when new tab is open
   - Used software rendering instead of GPU rendering
   - Disabled protected mode
   - Ran IE in safe mode (no add-ons)
   - Reset IE saving personal settings
   - Reset IE deleting personal settings
   - Re-registered ieproxy.dll and ieframe.dll from both System32 and Syswow64 folders to IE in both Program Files and Program Files (x86) folders
   - Ran System Files Check (found corrupted files and fixed)
   - Checked graphics driver (was up-to-date)
   - Ran virus  scan with Security Essentials (nothing found)

None of these actions has fixed the problem.  As a work around I downloaded and installed another browser, but customer prefers IE.

What else can I do to solve this problem?

Why is it a problem? What page do you want to open when a new tab is opened?
Are you looking for the tiled suggestions of recently/commonly accessed sites?
internet options, tabs under the general tab (midway in the option)

I am against suggesting uninstalling feature, role or application or reinstalling os as a mechanism of attempting to fix issues. Way too many times, the uninstall makes things worse and rarely does it make it better since settings, etc. are often not a part of the uninstall....

Create a new user account with administrative rights and switch into it, then retest.
@Ramin,
for my own curiousity what is the effect of a user with Administrative rights that if a new user is needed to be a regular user as well?

People at times, click the wrong option, on the wrong prompt, that leads to changes in behavior of their browser which potentially what happened to this user. I.e. opened a new tab, there was an entry that the user did not need anymore so instead of removing the specific suggested placeholder, the entire display of suggestions was removed/disabled.
@Arnold - I don't understand your question. I suggested that because the OP has tried a lot of methods including " Ran System Files Check (found corrupted files and fixed) ".
and  if my above suggestion solves the issue then I will ask the OP to move to that new Administrative account,  copy his data and delete the old one.
Just to make it easier for the OP to create only one User Account.

 I think if my suggestion did not fix the issue then my next suggestion will be Windows 7 Repair Install.
Have you tried to reset IE to its default settings?

Have you uninstalled any antivirus / Internet security software and restart computer afterwards?
@Ramin, getting the OP to clarify what the issue they are addressing is my first goal. The asker clearly indicating a change in behavior for one user, there is no need to test others.

Whenever a link is selected, If that link (automatically) opens in a new tab, the customer does not get the link page; he gets a blank page.  He also gets a blank page if he chooses to open the link in a new tab.  None of the new tab selections in IE Internet Options changed that behavior.  Thus the customer is shut off from the information he is seeking.

Customer wants a new tab to open to the page he selects, not a blank page.  That is not happening.

Yes

I haven't, but the only thing that is running is Security Essentials.

If I don't find another solution, I will try that the next time I am at the customer site.
to clarify, the user in question, goes to a site, they then hit a link, a new tab opens but is blank.
What site is being used (if public and does not require logins) or does it apply to every website this user is accessing? Make sure that the intermediate tab is not an iframe of sorts that tries to open a new/separate window.

Yes, it happens just as you said.  And it happens for all sites that open in a new tab.  These sites are typically business sites and generally don't require a login.  I have tested it on normal common sites.  It always opens a blank tab.  The same actions on Firefox work just fine and open the site in a  new tab.  IE used to do that also, but no longer does.

try this, open ie with extensions/addons off
start+R iexplore.exe -extoff
Then see whether the same issue exists when visiting these business sites.  It might be that there is an extension that causes this issue.....
Look at the tab settings, dealing with handling events.
Could you post the sites as an example to see whether altering settings on ones computer, can get to the point this user is at which way you'll be provided with a way to get it back...
Sounds as though the site might be trying to open a new window, while IE is attaching it as a new tab,.....
I did not know you could uninstall Internet Explorer; I thought you could only disable it.  But Uninstalling and re-installing IE from the IE setup file fixed the problem.  So thanks for the suggestion and for the Windows 7 tip on how to do that.  Also thanks to everyone for their suggestions and comments .
