Changing ownership of iPad mini
I have received an iPad mini and it has it needs to be reset. It has password of previous owner on it.

The password is there for a reason, contacting the previous owner is easiest to get it removed and then reset.

If you do not know the passcode for your iPad, follow the instruction in the link below to reset it as a new iPad provided that the previous owner has not enabled an iTunes activation lock on it.

If the previous owner has not enabled an iTunes activation lock on it, your only option is to ask the previous owner to remove the iPad from his list of iDevices in iCloud.
