External Hard Drive -- fails on Dell Server ?

Any ideas why the below Test #1 fails since
both WD MyBooks are the same make/model/size/etc ?
---------------------------------------------
Test #1
 1. plug WD MyBook #1 into Dell server #1
 2. open Windows 2012 R2 "Disk Management"
 3. wait about 5 minutes
 4. disk never appears
 5. reboot server
 6. still cannot get it to appear
 7. formatted WD MyBook #1 via another computer
 8. retested above #1-#7, still fails

Test #2
 1. plug WD MyBook #2 into Dell server #1
    using same power & USB cords as above Test #1
 2. open Windows 2012 R2 "Disk Management"
 3. wait about 5 minutes
 4. disk appears correctly

Test #3
 1. plug WD MyBook #1 into Dell server #2
    using same power & USB cords as above Test #1
 2. open Windows 2012 R2 "Disk Management"
 3. wait about 5 minutes
 4. disk appears correctly
 5. retested above Test #1, still fails

Instead of waiting 5 minutes
go to diskmgmt.msc
Scan for all new drives
see if it is offline/ not initalized

Also, In bios do you have USB 3.0 enabled?
What made/model is the server?

I plugged the external HD into the server's 3.0 port and it worked

Very odd that all other external HDs with the same make & model work on the 3.1 port

I guess I just need to change this in the BIOS ?
