Mobile phone and Scanner

Let's say I got 2 mobile phones.

1. One mobile phone is logging into a Web System using web browser
2. Can another mobile phone connect to the first mobile phone as the Barcode Scanner?

If yes, how to do that?

Thank you

Possible.
They communicate via bluetooth. The one with the scanner transmits to the app on the other mobile.
Good luck in your development!

Only if there is an app designed to transmit the data over bluetooth.

So is there any off-the-shelves products available in the market which can do that?
No idea, I suggest opening a new question for that so you get the right audience.
I don't believe that is possible. But you can just download any barcode reader app for the phone that connects to the internet.  Otherwise, for about $30 bucks you can get a bluetooth bar code reader
Yes it is possible. Here is the solution with free code on Github
This example code tells you how to connect 2 mobile phones, and send and receive data.
https://code.tutsplus.com/tutorials/create-a-bluetooth-scanner-with-androids-bluetooth-api--cms-24084

Examples for how to read barcode is widely available.
Here is one: https://developers.google.com/vision/android/barcodes-overview

Combine those examples together and you have your app

Well, that shows potential, but not how and that is the question here.  Those are two concepts that cover a brief overview of connecting two devices and reading a bar code.  The big missing link is putting these concepts together and making the two phones work seamlessly as if it were one phone with a barcode reader app already installed. While it may have potential, it is not a complete or easy solution to implement and manage.

Trowa asked, "So is there any off-the-shelves products available in the market which can do that?".  The closest thing I have seen is phone to a PC http://www.kinoni.com/barcode.html.

I suggest attacking the issue at hand.  Why do you need to use two mobile phones for this? What is the actual problem you are trying to solve. I think there may be a different type of solution to overcome whatever issue you have where you need to have two mobile devices where only would typically be required.
Scott,
As from a programmer's point I think it can't get any easier than this. Code is clear with plenty of explanation.
An easier solution would be to hire a programmer.

As far as I can see I have answered the initial question's.

His side question "So is there any off-the-shelves products available" has nothing to do with the initial question,
So I recommend you to stay on the case, to avoid confusion what you are talking about, so that's why I suggested opening a new question for that so he would get the right audience.

He obviously have a task that he want to archive with 2 mobile phones, and looking into making it, and now want to know if there is any competition. I assume If he wanted a ready made app it would have been initiated in the original question.
