Try rebuilding the Windows 7 icon cache.   Here is a resource article to help you. Follow the steps for Windows 7

From the article:

Kill Explorer.exe process. ....  you may do so via the Task Manager.

Open the command prompt window, type each of the following and after every command, hit the Enter button:
cd /d %userprofile%\AppData\Local
attrib –h IconCache.db
del IconCache.db

Start Windows explorer

Your Windows Icon Cache would have been rebuilt

Did you turn off tablet mode?

It's not clear what you're seeing.  If you're seeing an empty desktop, hit F5 to refresh.  If your desktop has been redirected to a network drive, then it's possible the server is unavailable at the moment.  Is this a home computer or an office computer?

If none of the above suggestion fixed the issue then try a Windows 7 Repair Install.
