the connection to the dns server timed out
what does this mean when a user is hitting a web site in their browser and gets this message?
the connection to the dns server timed out
Does it mean that the problem is with THEIR DNS server they are routing through?
Or is the problem with the website's DNS server?
Because no other users using the website have had this error.

Most likely the DNS settings on the computer. Can you check them to make sure it's pointing to the proper DNS servers?

What computer? The user's computer? or the web site server?
