Cannot activate Windows Server 2016 Std.

We have MS Volume Licenses.  When trying to activate this box it gives this error.  We do not have an 'activation server'.  This is all we have.  How to solve this issue?

If you don't have an activated KMS server onsite, then you will need a MAK or Multiple Activation key.  Check VLSC for the MAK: https://www.microsoft.com/Licensing/servicecenter/default.aspx

Also see https://docs.microsoft.com/en-us/windows/deployment/volume-activation/activate-using-active-directory-based-activation-client for setting up a KMS.  You can go either way or a combination of the two as long as you have 5 or more servers.

Assuming you're using a MAK
then open an elevated command prompt and enter
slmgr -ipk xxxxx-xxxxx-xxxxx-xxxxx-xxxxx
where xxxxx-xxxxx-xxxxx-xxxxx-xxxxx is your MAK, this should switch your server from looking for a KMS server to activating using the MAK locally
