Help adding a Domain Controller

Already have existing AD with windows server 2016 DC.
Trying to add 2nd domain controller and no luck. >> Encountered an error contacting domain ad.name.com
The server is not operational.>>>  >>An Active Directory domain controller for the domain 'ad.name.com' could not be contacted.
I can ping the DC by IP and by name no problem.  
Server is not Joined to the Domain yet.  

Any ideas?

you will need to join it to the domain before trying to promote it to a DC :-)

Cannot join either.   Validating name issue.  
I can ping by IP and name no problem.

If you can't join the domain because the domain cannot be found, then you have DNS issues.  Fix them.  The DC should point to itself for DNS and ONLY itself.

The new server should point to the DC for DNS and ONLY the DC.

If the new server can then ping google (or some other place on the internet) then you know basic DNS functionality is working.  If not, then you may have a firewall issue on the DC.

As with any error not responding to obvious fixes, you MUST look at the event logs!

Got that part on DNS.  DC pointing to itself on DNS.  New server pointing to DC for DNS.
I can resolve by netbios and fqdn.  Still name validation issue.  Will be looking into fw in a min.  Can ping internet.

Rebooting the box helped :)
quick q. IP4 settings configured with static IP etc.  IP6 configured obtain address automatically on DCs.  Could that cause issues or should I just disable IP6?

No, IPv6 is not a problem in 99.9% of cases. Leave it alone. Disabling it causes more problems than it usually solves.  (Just because you CAN do something doesn't mean you should).
