Image Comparison of two images

I am testing out using a image from a IP camera and then comparing it with the same image taken later. I would like to be able to set a threshold of notifying me if the images don't match to a certain percentage. I am using Windows and looking for some open source command line images.

Anybody have any ideas?

are you referring to facial recognition?

No - mainly difference in pixels. This could be someone left something there or the lighting has changed.

The asker didn't clarify if his interest is in being a developer of such a capability (motion detection) or an end-user of it. In any case, four experts proposed their product ideas.
