"Internal" hotspot without SIM card possible on Android but not IOS

On my Oppo & Note2 phones, without a SIM card, I can share out a wireless hotspot
for 2 computers to connect to (to do ftp/sftp or files transfers) but on my iPhone 6+
& iPhone 5S, that hotspot enabling button is greyed out even if I insert an expired
SIM card (or a SIM card without data plan).

I often 'sync' or do data transfers (to backup my pst) from my corporate laptop
(which disables USB port & I can't set/change IP on the LAN port but Wifi works):
but I usually brg the iPhone to office.  Is there any way or any apps on IOS that
could go around this?

On Iphone, your wireless subscription need to include wireless hotspot access. I am not sure what you are trying to do with a wireless hotspot if the phone has no cellular service.  The only thing the wifi hotspot does is allow you to share your cellular data with other wifi enabled devices.  

As far as apps that allow you to share your cellular connection, these are not allowed and will not be approved in the app store.  There are cases of apps having hidden wifi hotspots build in however, all known apps have been taken down from the app store.

Of course, you can jailbreak the phone and install hotspot apps but that's a topic for another discussion.
No need to jailbreak your iPhone.

But, you need to have admin rights to install application in your computer.

Install ShareIT app in both windows pc and iPhone to transfer the files.

I'm not trying to get the 2 laptops to access Internet but to join to a common Wifi
so that I can share/xfer (using ftp/sftp) files between the 2 laptops

No. You need to joint two laptops to the same wifi and use the app to send / receive the files.

Unless both computers are standalone, without connecting to any workgroup or domain network, it is not possible to do what you want.

Joe's last solution will meet what I need but I don't hv admin rights n I m using Win 7.  Our USB ports are blocked

I alrdy hv the files transfer tools n I cud get the two laptops connected to an Android that do not hv a SIM card but this Android is at home while my spare iphone won't allow connection to it unless it has SIM with valid data plan.  My office do hv Wifi service though

Without installing tools (as we have apps whitelisting in place), I tried Joe's suggestion
on both a Win 10 & Win XP (with admin priv granted temporarily) :

  netsh wlan set hostednetwork mode=allow ssid=adhocname key=password

It says no such command (in particular the "wlan" )
Are you running the command in Win 10?

After the Aniversary Update the turn-on option for "Mobile hotspot" is now present and not grayed out anymore like before (see attached screenshot) but as soon as I try to turn it on it says "We can't setup mobile hotspot.".

and you can run the netsh command in elevated command prompt after enabling "Mobile hotspot".

Found a Win 7 & this command is there even without admin rights (but to
execute it, requires admin rights):   Hmm what's missing on my Win 10 & Win XP?

After the above command is successfully executed without error using a local admin
on that Win 7 laptop, from my other laptops, I scanned & don't see  the
"adhocname" amongst the SSIDs being broadcast.  What's missing?
