Exchange 2007 to Exchange 2016

As Exchange 2016 can't be in the same organization as Exchange 2007. If I don't want to install any lower version of Exchange, do i have any way to move Exchange 2007 users to Exchange 2016 ?

Can I install a new Exchange 2016 in a new ograinzation, unmount the malibox and remount the user to a new Exchange ?

If I consider 3rd party tool, does it mean I create a new Exchange environment and install the Exchange 2016 ? Can I install two different Exchange environment in my existing domain (Singe forest , single domain environment).

You cannot install 2016, until you have 2007. Cross forest migration is a complex task. Best you move to 2013 first and then to 2016. As I said 2013 is enough.
