Delay in iCloud file sync ?

I've installed iCloud on my PC and can see and access my files successfully. But... (always a 'but'), there appears to be a delay on that file being updated? If I edit a file on my iPad and then open that same file on my PC, via iCloud, the edit isn't there.  If I then edit that same file on my PC and open it in the iPad that edit isn't there either. After a few minutes a couple of 'Conflict copies' of the file appear with the edits.

So my guess / question is: I'm not in fact editing the file directly but it's creating a copy of sorts, then after I save that copy it has to work it's way through the core of Apple and replace/update the file, there is a time delay to this and that throws up the conflict copies as it lands back in the iCloud folder (Trust Apple to make it difficult)! The answer to my next question is that the delay between copying / overwriting that file can depend on how busy the servers are .... might be a few seconds, might be a few minutes ?!...

I'm I right ?
