Configuration of CPU resource on Hyper-V

Hello,

I've inherited a HP server running 2 VM's.   The CPU appears very limited.  I'm wondering if the CPU resource could be better allocated and therefore the whole machine Host+Guests will be a little happier until the whole system can be upgraded.
IMO the server is under spec'd and should be replaced.

Host Details
ProLiant ML350p Gen8
CPU: Xeon CPU E5-2609  Appears as 4 cores  (HT not available on this CPU) (single CPU fitted, 2nd spare socket)
RAM: 64GB  (was 32GB until last week)
DISK: Several RAID-1  SAS 15K  
OS:  SERVER 2012 (R1) Desktop with Hyper-V role

Guest 1 Details
CPU: 1vCPU
RAM: 8GB
OS:  SERVER 2012 (R1) - Domain Controller

Guest 2 Details
CPU: 3vCPU
RAM: 32GB
OS:  SERVER 2012 (R1) - File Server, RDS Server (10 concurrent clients), SQL DB, LOB applications

Questions

Is the assigned 3vCPU and 1vCPU about the best compromise for the current hardware?

Is there anything within the Processor or NUMA configuration that could change to "improve" performance of the overall system ?

This physical CPU only has 4 cores.  This CPU was under spec'd from purchase.  Fitting a 2nd CPU now could help.
