Exchange server rejecting email with large attachments

I am getting bounced emails to our exchange 2010 server with the following message. Their inbox is full, or it's getting too much mail right now.   This happens with large attachments 7-13 MB.   Our limit on Exchange is 15 MB, there is no limit on the mailboxes as far as size.   Ive tested this to mailboxes that are in two different databases and I am getting the same error.   What am I missing?

There are multiple email size limitations that can be set on Exchange. https://www.codetwo.com/admins-blog/exchange-attachment-size-limit-find-change/ goes over this in good depth and should help you track down the source of your problems. There are also some other limits that may be causing issues (number of connections, emails per hour, etc) but we'll start with the above to make sure all the settings are correct.

I just reviewed your link and was able to find a couple of receive connectors that were set to 10 MB and not 15.    I changed all of these and I am still having the same problem.   The problem was also first reported on a 7 MB attachment.   Our Organizational transport setting is set to 15 and the user mailboxes have no limits.
Can you post a copy of the NDR you're getting? That will help us narrow down the cause significantly.
Are these messages to someone in your environment? From what I can read of what wasn't redacted, it looks like this message is coming from a different mail server than yours. If that's the case, there's nothing you can do about the issue except contact their IT department (or the recipient through something other than email) and let them know about the problem.
These emails are coming from gmail.  They are being received by multiple email addresses in my organization but blocked with the following message.   The screen capture that I shared was from my gmail account to my work account.

We are using Watchguard, I saw a similar article.   I am having my network guy look into that now.
Although all the bounce emails related to mailbox issues on exchange this ended up being a watchguard limitation.   Although the numbers didn't quite add up (size of email to setting on watchguard) once that setting was removed to restrict the size limitation it worked.   Thanks for your help.
