Actually I jumped the gun and figured out the formula for the conditional formatting. But now I can understand how to make the conditional format work on the lower rows. When I copy or drag it copied the exact formula only looking in row 1 instead of its own row.
My formula is: =AND($H$1="",$G$1<>"")
and it "Applies to =$B1:$B$2

Did you select the range first?

I swapped out my formula with yours and selected the whole B line and it worked! Thank you!
You were going right, except removing $ symbol. Your formula should be =AND(H1="",G1<>"")

I don't know why but excel auto placed those when I clicked the cell I wanted.
Is it possible for you to upload sample workbook?
