Cisco Phone system International calling not working

We have a Cisco phone system, we have a new need to dial international numbers and I can't get it to work. It just goes to a busy signal. I looked at the Route patterns etc and cannot figure it out. Is there any simple way of enabling this

I found that and we have that all setup. I was able to find something. There is a menu under my extension called Calling search space. I changed it to something called line-intl-css and now I can dial the number but any number I dial internationally says "the number you have dialed has not been recognized"
Double check to make sure international calling us not blocked as policy.

Type of upstream connection, PRI, FXO, sip trunk?
I opened a case with Cisco and our Phone company. They both have logs saying its the others fault. Oh well I guess I'll let them fight it out.

You will always get that,, when dialing international do you have the prefix still set for 9 to open up the trunk? Is it being properly absorbed?

I always test using a hotel, 27 21 797 977, you could create route 27 XX XXX XXX goes out your international route
Trace outgoing call to see what you are sending versus what the provider is expecting, at times you may need to pause when sendin 011 for the provider to setup before you push country code and olive number.
Try setting your international translation rule
Replace 9011 with 011,,
The comma adds a short delay and may resolve your issue.

Mainly compare with the provider what they are receiving and you'll know based on which digits they do not see, what the remedy could be I.e. Breaking the long number at some point to add a pause, comma
If PRI, debug isdn q931. If SIP debug ccsip messages. Use the output to see if you are sending 9011XXXXXX or 011XXXX it is common for the digit stripping to be mixed up. Frequently I write a voice translation pattern to fix this.
Basically, if you send the telco a call there called party begins with 9, they'll drop it.
