Windows 7 Pro install
During windows installation, the part where it says "Install Windows." Get the message "A required CD/DVD drive device driver is missing. If you have a driver floppy disk, CD, DVD or USB flash drive , please insert it now." Have had this problem several time before on other PCs. Usually I can remove the USB Windows installer to another USB port and continues fine. But now its not working.
Usually there's nothing to do, but to work around it. Workarounds could be, use CD instead, use USB CD drive, or even open the case to temporary attach IDE/SATA CD/DVD-ROM.
Do you have legacy USB support enabled in the BIOS? Or are you booting to the USB device via the "Boot Menu"?
What kind of computer is it? Newer? Older? Was Windows 7 ever certified to run on it? Windows 7 will no longer run (if it ever did) on Intel 7th generation intel CPUs (i3/5/7 7xxx models). Further, it can be tricky installing on a 6th generation where the device ONLY has USB3 as USB3 drivers were not available in the initial install media.

I extracted the dell latitude storage controller, usb drivers on a blank disk
Legacy support is enabled and I'm booting to USB via F12 boot menu
Its a Dell latitude that is only about 6 months old.
Dells website has Windows 7 drivers for this laptop

Are you using USB 3.0/3.1 ports? If so, have you tried switching to a USB 2.0 port on the motherboard?

We have tried both 3.0 and 2.0.
Have you checked the "health" of the USB bootable to ensure that it's still working as it should? It sounds like this likely isn't the cause, but it's worth looking into. You may try another USB thumb-drive (if you have one) and go to Microsoft to try and get another ISO for Windows 7 from their site.
if your BIOS has any settings for USB3.0 support during start up, turn it to DISABLE or auto and then start installing.
Follow the instructions in below link and check if that can fix the issue.
