Windows 7 keyboard and mouse sometime stop working - how to restart PlugandPlay service

On one PC, occasionally the keyboard and mouse stop working.
The OS is fine because i can remote into and take control but the physical kb and mouse don't work.
Plugging into other USB slots or plugging in other kb/mouse doesn't work.

The only workaround has been to reboot and it is working fine again.

I suspect the PlugandPlay service is the only thing that needs to be 'rebooted' for this 'fix' to work. It would be better than restarting the whole OS but I don't know how to do it.

In services.msc all options are grayed out.
In cmd, 'net stop PlugPlay' gives an error:

The requested pause, continue, or stop is not valid for this service.
More help is available by typing NET HELPMSG 2191.

Typing  'NET HELPMSG 2191' returns the same error (very helpful...)

@Ramin
That is kind of a last-ditch effort for me. Would like to try other options first.

@dbrunton
Dell Optiplex 790.
Wireless microsoft keyboard and wired Evoluent Vertical Mouse 4.
what system is this?  pc or mobo model plse?
 updating all driver can help
it might be because of signal interference.  Test with a wired keyboard.

Sorry for the late response, it hasn't happened again since i started this but am sure it's only a matter of time:

@nobus
I think updating BIOS could be a good idea...always a little wary of it since I've heard horror stories of bricking Mobo's.
Drivers have already been updated
When it stops working, I can RDP in and use Dameware...have full control of keyboard and mouse functions with that.
Tried to rescan devices in Devices Manager but it did no good.

@Ramin
Tried wired - same issue.

@dbrunton
Replaced batteries. Tried resetting USB connection to back and from. No luck.
BIOS, I will update and also check Legacy USB.
on modern pc's it works without problems - IF the mobo has no problems
