Please try a different display device on the problem machine. It seems like it could be a problem with the connector or related hardware.

i have tried a projection screen and my desktop monitor. and its same problem on both display devices. i downgraded the OS from windows 10 to 7 but still same.

So then you appear to have a hardware problem with this machine. Either the connector or the supporting circuitry.

Check the cable or connector. Maybe there's a bent pin somewhere.
is there a driver for the screen ? if so - install it

changed cables and tried the one working with other devices. No there is no additional driver for the screen.
Something wrong inside the computer. Hardware I think.
you can test the monitor also when running on that laptop from a live cd - ubuntu - or knoppix
