Mail storage exceeds limit - but no limit set!

I am the administrator of an Exchange 2013 with multiple Outlook 2013 clients running in a domain.
For absolutely no reason some my users start complaining, that they can no longer send any mails because Outlook reports, that their mail box exceeds the maximum limit.
This is very strange indeed, because if you look at these users in Exchange EAC the quota is unlimited???

Is there something I miss?     (other than some cash and good look)

HOWEVER - I see that it says USEDATABASEQUOTADEFAULTS : TRUE

Get-MailboxDatabase | FL name, issuewarningquota, prohibitsendquota, prohibitsendrecievequota
Says:
IssueWarningQuota: Unlimited
ProhibitSendQuota: Unlimited

I just ran:
set-mailbox -Identity USER -UseDatabaseQuotaDefaults:$false
