Can outlook contacts be automatically added to all users Outlook 2013 contacts

We use office 365 and on all our computers we use Outlook 2013.  When we add a new staff member is there a way for them to be added to every users contacts?   I'm not referring to the Global Address Book.  I'm referring to the "Contacts" in Outlook 2013.

If so how do we do this?
