As I see, question was asked in Windows Server 2003 topic.
2003 is not supported anymore.
There are no patches for this OS anymore.
There are known unpatched vulnerabilities for server 2003 and XP.
You might find Windows Security Guide for 2003 in earlier editions of
Security Compliance Manager
https://technet.microsoft.com/en-us/solutionaccelerators/cc835245.aspx
It would be wiser to stop using unsupported OS.

In addition to what Tony correctly said in short version means "Hardening" = Enhancing security, it may also be done on clients or specific software.

- see embedded link to PDF also.
Server hardening can also start from a "Security Baseline", you also should search for this keyword.
For other OS also a lot of information can be found searching the Internet.
Take some time to read more.
