Distribution List Ownership and adding members

I have an owner of a distribution group, however when they try to add members they get the message to say that they do not have permissions do so.

This is an Office 365 solution, pure cloud so no on site servers or AD.

Is there a Powershell script to resolve this or any solution? Tried removing and adding, no joy.

I have been over to see the user today, this user has USER admin access and thought  that she could add through the portal, the permissions as owner were on the distribution list only and she is now happily adding through outlook. User error but am awarding the points Vasil.
