NetXtreme Gigabit Ethernet PCI is configured for ES Raw Packet Protocol 2
Problem is during startup the connection is always disabled and I have to manually open the network properties of the card hit ok, and it re-enables. Is there a way to have this WOL or not lose the connectivity. I tried looking into the properties of the card, power mangement but I don't see a way. Maybe a registry setting? Please help.

which operating system and what is the purpose of using raw packets?

OS is XP, I'm not once hundred % sure, but the application on this system uses acoustics
I take it you are saying that TCP/IP v4 is not listed in the network connection properties?
Transmitting RAW packets was disabled by XP SP2 (2004) which might explain everything if TCP/IP is not listed.

There are 4 NICS cards, 3 of which are configured with TCP/IP v4 - the 4th is the ES RAW Packet | EPLock nic card that I need to WOL or stay alive always....
So add the TCP/IP v4 protocol to that card and see if that doesn't fix it. You don't have to use the protocol; but, it may well fix the disabled status at boot.

So I tried to enable the TCP/IP protocol within the properties of the NIC, there is no way I can have this enabled without entering an ip address... it just halts. Someone mentioned perhaps creating a RAW TCP packet: creating a spoofed tcp connection. But I am not sure what to use for an ip.
Why didn't you just leave it on automatic? Is there no DHCP server on the network?

It was set to static ip on the remaining nic cards. I will try your suggestion though and see where this leads me.
