WSUS 3.0 install fails

I am trying to reinstall WSUS 3.0 SP2 on a 2008 R2 server.  This server originally had WSUS 3.0 on in and had been uninstalled including logs, database, etc  If fails when I try to install it either from Add Roles in Server Manager or from a Downloaded WSUS 3.0 SP2 .exe (WSUS30-KB972455-x64.exe).  Following the progress of the install, is gets to the Configuring the Database step and fails with "There is a problem with this Windows Installer Package.  A program run as part the the setup did not finish as expected.

Any help will be greatly appreciated.  I am out of ideas and don't understand the setup logs (attached).

does the server do anything else?
might be worth rebuilding it

Yes it also servers as the Symantec EndPoint Manager pushing AV updated to all the Clients and as the Symantec Ghost Manager for imagining.  Also our print manager and file share server.   It would be a big job to rebuild.

Why did you uninstall the previous version of WSUS?
A service pack always needs to have the main version installed.
Yes.  The original WSUS 3.0 was completely uninstalled including logs, database, etc.
I am trying to reinstall WSUS 3.0 by adding it as a role in Server Manager.  The installation fails as i previously described.
I don't think you uninstalled it properly as by the logs their were error messages stating that some objects already exists.
I don't know how else to to uninstall it then.  I used control panel - Uninstall Programs  and chose WSUS.  When uninstalling it asked if I wanted to uninstall logs, databse, etc and I chose all the options.  I have no idea what else to look for or to uninstall.  WSUS shows up in roles as an item to add now.  The only other thing I could think of would be the Windows Internal Database feature is still installed.  Would I remove that feature as well??
I just uninstalled the Windows Internal Database, restarted the server and then added the Role Windows Server Update Services and it reinstalled the Windows Internal Database, but the install of WSUS still fails on the configuring database step.

I currently do not have a Microsoft support contract.  I can open a support ticket with them but don't want unless absolutely need to.  $499 is a lot of money for a Charter School to shell out.  
Any one else have any ideas or suggestions??

Isn't the software licensed? Licensed software should have access to free support.
