what activities need to ADD our IT Manager score card to improve our IT Function

You would have a set of goals to achieve. Look at those and build your activity score card around goals. That is the way this is done.

You would then add Management activities:

Reviews
Performance Appraisals
Training, Education and Development. Team building activities.
Workstation Environment and tools (workstations / software).
Working Hour expectations, flex time, telecommuting.

There is a starting point.

It might help us to share what your team does and how big it is.

right now i am handling all IT operation including it compliance and server management i am shiring with you one example of activities  

ISMS Audit Compliance  on all process note which will be measured  through planned audit Internal/External (Includes Process note , reporting etc )
Security Assessment Tools (Vurganability Testing ) using 3rd Party tool

That is a goal and work activity. Someone on your team needs to be responsible for this.

That was my opening sentence above: Know your goals and plan work activities accordingly. This is your planning function.

We do not know all your goals, so we do not know your work activities.

Now your goals, work descriptions and expected results. That is your function.

I thought some more about this.  

Sit with Management and work out a broad 3 year strategy for IT. What are you going to provide users?

Break this down into one-year Goals.

Now, take each Goal, determine what employee will be responsible for the Goal, and work out the basic milestones (activities) they need to do in order to complete the goal.

That should provide Management with what they want.
