Firstly, you need to understand, how is the storage currently presented from the NetApp SAN to ESXi Host, Fibre Channel, iSCSI or NFS, as he NetApp can support all three technologies.

and the easiest method to investigate how many IOPS the current device (NetApp) is delivering is using the NetApp ONcommand System Manager application which will show you at the highest level how many IOPS are being created, historically.

To look at IOPS per VM

see this VMware document

https://docs.vmware.com/en/VMware-vSphere/6.5/com.vmware.vsphere.monitoring.doc/GUID-44252CB8-5561-488A-A8CE-CF05C8F584BA.html

IOPS are available from vCenter Server performance charts.
