You won't need a credit card or PayPal account to create an Apple ID, but you'll need either of those two if you want to buy something from the App Store or iTunes.

How to create a new Apple ID on your iPhone or iPad in iOS 10.3 or later
Launch the Settings app.
Tap Sign in to your iPhone at the top of the screen.

Tap Don't have an Apple ID or forgot it?

@Justin...not exactly true...I do not have a credit card or PayPal with my Apple ID.  I load up my account with an iTunes card.  That way I don't have to worry as much about fraud if my account is hacked...which is was one time.  The thief could only steal what I had loaded with an iTunes card.  They never had access to any "real" money.

I currently don't have an iPhone or an iPad. I only have an iMac.

What is the process to create an Apple ID that will be used on an iMac without having to include a credit card number or paypal account number?

And by "real" I mean a large sum of money.

I think you may be confusing iTunes with Apple ID. Here is a screen shot of what information you need to enter to create an Apple ID:

On a Mac or PC
Open iTunes, then go to the iTunes Store.

Scroll down and find the country or region flag in the lower-right corner of the window. If it's not the flag of the country or region where you live, click it and choose your country or region.

From the menu in the upper-left corner, chooseMusic,TV Shows,Apps, orBooks.

Download a free song, TV episode, app, or book. To find free items, look under Quick Links on the right side of the iTunes Store window for any link that includes the word "free." When you find a free item, click Get beneath its icon.

When you're asked to sign in with an Apple ID, click Create Apple ID.

Follow the onscreen instructions. When you're asked for payment information, choose None as the payment type. See what to do if None isn't showing or you can't select it.

Click "Create Your Apple ID" at the bottom of the page and the screen shot I took above is the information that it ask for.

if you select a Free app to download you can create apple ID without credit card or PayPal account number.

Download ITunes on your MAC, run ITunes, go to Store, select App store, click on a free app to download,  and follow the instructions to create a new apple ID.
