I would like to know where or if I could purchase a license for ios 15.2 for the above product? or would purchasing a smartnet agreement be better?
Unfortunately I don' think you can get the ios image at this point. The End of new service date was 1-30-2014
You might be able to download the file from Cisco directly - requires registration. If that does not work and the hardware is end of service, than your best bet would be to contact a Cisco partner. Depending on their partnership level they might have access to legacy software and should be able to service your equipment but it might be pricey. I would suggest to look for a Cisco Gold partner.

Does the smartnet include the updated 15.02 IOS? I am registered on the site but cannot download the updates. My switch already has the 12.255 update on it.

once you logon with CCO account, you should be able to download it, provided that account has the authorization. If you see it as locked it means you do not have the right authorization
Yes, you can download 15.02 code as well.

I noticed there was a padlock icon next to the downloads, but I was able to download the IOS update that did not have a padlock icon.
