laptop batteries show % available (plugged in, not charging)

When my Dell 7480 & 7580 are plugged into power banks (Energizer XP18000A, Vinsic 30000mAH,
& IntoCircuit 26000mAH), the battery icon on the right bottom will show
" ... % avail (plugged in, not charging) "   when the laptop battery left 10% or 95%

However, if plugged into AC power source using the Dell power adaptor to the wall (220-240V in
my country), it will charge the battery of the laptop.

Why does it behave as such.  On both my Lenovo X61 & X230, the powerbanks would charge
the laptops' batteries.

I don't mind if Dell "bypasses" the charging to power the laptop (its CPU, RAM, HDD, USB ports
etc) to make energy usage more efficient but is this what Dell is doing?
