Gain access as Google super administrator to all files within corporate Google Drive

As a Google super administrator how can I gain access to all of the user's files and folders within our corporate Google Drive (without the users having to grant rights to me)?

The Mover.io website has a way of doing this while it migrates files from Google Drive to Box as long as you are signed in with a Google super admin account.

So are there any ways that I as a  Google super administrator can gain access to all of the files within our corporate Google Drive?

this article explains how, but you have to use the Google super administrator login to do it:
Assign administrator roles to a user

Let users perform management tasks in your Google Admin console by giving them one or more administrator roles. When a user with an administrator role signs in to their Google account, they see the Admin console. There, they can perform any task allowed by their roles.

Assign pre-built roles for performing common business tasks. Or assign custom roles you create for your organization. Assign more than one role to a user to grant all privileges in those roles.

You must be signed in as a super administrator for this task.

I don't want to grant the users any administrator roles!

What I need to do is for me (as a Google super administrator) to gain access to all of the user's files within the corporate Google Drive.

How can this be done?

As I have mentioned this is something that the Mover.io website is able to do during a migration.
