Netbios off despite being turned on windows 10 pro
I can not access network shares from my own computer or other computer.  other computers can't access my computer, but have no problem with other computers besides mine.  It used to work just fine.  I don't see any viruses, I can access the internet without any issues.  I can ping other computers and my own including the router.  I don't know when this started since I don't access network resources very often.  NetBIOS is turned on in tcp/ip properties, but when I view property details it says it is off.  I have attached screen shots.  Turning off firewall doesn't solve the problem, network discovery is turned on.  I have a private network not using homegroup. windows 10 pro latest update.  Last update was KB4038788 for version 1703.

Any ideas why my networking is not functioning properly.

The normal approach for Windows 7, 8, and 10 is to go into the advance sharing options and set Public folder sharing to on which then automatically adds File and Printer Sharing to the network protocols and adds it to the firewall exceptions.  You should also either disable password protected sharing or you have to create user accounts for each user that you want to grant access to.  Further, unless you allow blank passwords, each user accessing a share will need to login with a password that you set when you created the accounts.
SoftPerfect's network scanner is a great utility which scans your network's ip range and displays every device it finds:

It also lets you open the shares or webpages of those devices.
P.S. What versions of what O/S's are on the other computers?

I've done all of that.  windows 10 like I said in the post.  This issue is illustrated by the attachments.  NetBIOS disabled in ipconfig, but enabled in ipv4 advanced settings.

I will sent that screen cap also, but I have shown the same in formation in the screen grab Network connection details NetBIOS, which shows that NetBIOS enabled  no.

Your preferred network is IPv6, could you make IPv4 your preferred network?

Control Panel=>All Control Panel Items=>Network and Sharing Center=> Change Adapter Settings

Press Alt key, click on Advanced => Advanced Settings.

select Ethernet on the top section and see the preference of the IP protocol on the second section.

Select IPv4 and change the order using the up arrow on the right.

Reboot and see if that fixes the NetBIOS issue.

MS has taken that ability starting build 1607. Hence this option is not available, however there is still way to change it.

The bind settings that you have posted earlier has the priority. There you have three TCPIP6 there, bring it down which would give TCPIP4 priority.

You have reboot before the changes could take effect.

Not sure what you mean by bring it down.  do you mean remove the bind setting, or rearrange them?

I changed the order putting ipv4 on top.  that didn't make any difference.  And I checked another windows 10 computer that doesn't have this problem and the ipv6 binds were on top.

There has to be somewhere in the registry that is causing this computer to have the NetBIOS over tcpip turned off.

Right click your connection again select properties then on the networking tab scroll down to internet protocol version 4 (tcp/ipv4). Double click it then on the new window click the advanced button. Now select the wins tab at the bottom change your netbios setting to the setting you desire.

NOthing in dns, and NetBIOS over tcpip is selected as my screen cap shows.  No there has to be some overriding setting in registry that is causing this problem.

I found one instance where it was 0 out of 6 instances but I also found these references to NetBIOSoptions. see attached.  that was in controlset001 and not in currentcontrolset.  
As I had indicated in the original screen caps, all of the NetBIOSoptions had been set to 1 in the currentcontrolset.  HKLM\SYSTEM\CurrentControlSet\services\NetBT\Parameters\Interfaces.

I changed the one set in curentcontrol001, but it made no difference.  but I will reboot and see if it then affects it.

When I change the advanced setting in ipv4 for NetBIOS from over tcpip to default or disable, the setting that changes is for 5b0ec901-41ab-40ff-ac5f-5552ba517397, but the the NetBIOS over tcpip doesn't change when I change this setting.

Your second line in the Command Prompt has an error in that you entered "110" when it needed to be "1" and the last two failed because of that.  You also, BTW (by the way) need to be running all of the commands we have posted and the ones you try yourself as an administrator which means they won't succeed in changing anything.  The command prompt should show C:\Windows\system32> instead of C:\Users\Jon which will let you know you are running as an administrator.
If you use WinKey+X, you will get a menu which has Run Powershell as Administrator listed in it.  That is what you need to be using.
Something I don't think has been checked is what your network type is so, run Powershell as Admin and do:
Get-NetConnectionProfile<enter> then tell us what the network type is.
